In anii ‘70, popularitatea de care se bucura iarba si practicarea frecventa a fumatului ierbii au resuscitat interesul pentru utilizarea medicala a acesteia. Pacientul bolnav de glaucom Robert Randall a descoperit faptul ca iarba ajuta la scaderea presiunii intraoculare si a dat in judecata, cu succes, guvernul federal pentru dreptul de a se aproviziona legal, dupa ce, in 1975, fusese arestat pentru cultivarea canabisului. Rezultatul a fost infiintarea programului Compassionate Investigative New Drug, care inca mai distribuie marijuana catre sapte pacienti supravietuitori.
Incepand din 1978 si pana in 1988, 34 de state au aprobat legi permisive privind utilizarea canabisului medicinal. Avantul a fost domolit de curentul anti-marijuana al epocii lui Reagan. NORML si Randall au atacat interdictia federala a canabisului medicinal din 1970. In 1988, Francis Young, un judecator administrativ al DEA, a decis ca medicii ar trebui sa poata prescrie marijuana, pe care o numeste “una dintre cele mai sigure substante active terapeutic cunoscuta de om”, DEA i-a respins decizia.
In anii ‘80, odata cu raspandirea virusului HIV, homosexualii au descoperit ca marijuana stimuleaza pofta de mancare, ceea ce ii ajuta sa reziste “sindromului de epuizare” pe care-l da SIDA. In 1991, in San Francisco, Dennis Peron, un vechi dealer si militant pentru drepturile homosexualilor, a reprezentat avangarda pentru legalizarea marijuanei medicinale, dupa ce iubitul sau a murit de SIDA.
Sute de bolnavi de SIDA s-au inscris in programul Compassionate IND (Investigational New Drug), drept pentru care presedintele Bush a interzis inscrierea unor noi membri dupa 1992.
Roata s-a intors in 1996, in California, atunci cand Peron si alti militanti au lansat Propunerea 215, o propunere de lege care permitea folosirea si cultivarea de catre sau pentru pacienti care aveau recomandare medicala. Initiativa Washingtonului din anul 1998 a primit 69% din voturi, insa a fost anulata de Congres).

Yet we ignored the indigenous wisdom keepers when they counseled that we were spiritually barking up, as well as scientifically stripping down, the wrong tree: The World Tree.
